Verify the Booking, Not Just the Weather
Verify the Booking, Not Just the Weather
When a tropical cyclone disrupts a Cebu journey, check your specific booking with the airline, ferry operator or excursion provider before travelling to the departure point. Then confirm the relevant official restrictions and the onward or return connection. A forecast, a ticket and an operating clearance answer different questions.
For a flight, use the airline channel for the correct date and flight number, including any connecting service. Mactan-Cebu International Airport is in Lapu-Lapu City on Mactan, not Cebu City. Normal airport departure planning does not establish whether a disrupted flight is operating, and a wind signal is not a universal flight-cancellation threshold.
For a ferry, verify the actual departure port, destination port and booked sailing. Check operator updates alongside the relevant Coast Guard and port notices. If your journey uses Camotes, the Cebu-Camotes port-pair guide helps avoid asking about the wrong crossing.
Official Controls Come Before the Ticket
The weather along the route and at the destination matters as well as conditions at the starting port. A normal timetable or a paid reservation cannot override an official movement restriction. Nor does a larger vessel automatically remove weather controls.
The general rule in PCG MC02-23 prohibits sailing when TCWS 1 or higher applies at the origin, along the route or at the destination, except to seek shelter. It contains limited, conditional exceptions for particular services and areas; travellers must not decide for themselves that their trip qualifies. Confirm the specific route with the responsible Coast Guard and operator. The official register identifies this heavy-weather circular, not today's sailing status.
Never bypass a suspension by arranging a private replacement boat. A warning being lifted also does not establish that your ferry has resumed or that a local day trip is open. Ask for fresh operational and access confirmation.
Protect the Return and the Next Connection
Find the weak link in the itinerary: an island return before a flight, a last sailing, or a remote excursion without confirmed transport back. If the status remains unclear, avoid an unnecessary trip to the pier and prioritize suitable accommodation and reachable official contact channels.
Keep your ticket and booking messages available offline. Note when the latest confirmation was given, check again as conditions change, and avoid sharing personal booking details publicly. Ask each provider what applies to an operator cancellation versus a voluntary decision not to travel; OceanJet, for example, publishes its own ticket terms, not rules for every Cebu operator.
Flights, ferries and hotels can be separate contracts. Do not assume a free change, refund, hotel-cost reimbursement, replacement seat or protected connection. Reorganize around what is actually confirmed for your own bookings, rather than relying on a fixed weather buffer or a promised restart time.
