Prove Motorcycle Entitlement First
Prove Motorcycle Entitlement First
Do not rent a scooter in Cebu unless your valid licence covers the actual motorcycle class, your stay is within the applicable tourist-driving period and you can prove both. A car-only licence does not become motorcycle permission because a rental desk hands over the key.
Philippine law permits a bona fide tourist with a properly issued home-country licence to drive during, but not after, 90 days of the stay. The national licence and any International Driving Permit are supporting documents rather than interchangeable substitutes, and no automatic reset after leaving and returning was established for this freeze. If the licence is not in English, ask LTO, the rental company and the insurer what official translation or additional document they will accept. The LTO vehicle-code table identifies motorcycle entitlement separately from car categories.
Match the Scooter, Contract and Policy
Before paying, match the plate, vehicle identity and OR/CR to the scooter and contract, and reject an unexplained mismatch or missing readable plate. Read the deposit and refund process, authorised riders, passenger rules, island or ferry use, prohibited roads, fuel, late return, breakdown cover, accident reporting and repair approval in writing.
Inspect and record the body, tyres, wheels, brakes, controls, mirrors, lights, indicators, horn, stand, fuel and existing damage with the operator. Each rider and passenger needs a properly fitting, undamaged standard helmet with the required conformity mark. Ask for the actual insurer, policy period, insured vehicle and permitted rider, then verify cover for third-party injury, property damage, the rented scooter, theft, the rider and passenger, medical costs, towing and the excess. CTPL or CMVLI is not comprehensive scooter cover; the Insurance Commission comparison explains that distinction.
Treat a No-Go Decision as a Good Outcome
Legal permission does not make every route sensible. Decline or stop the ride if your motorcycle experience, the weather, daylight, road surface, visibility, luggage, passenger or dense traffic makes the exact journey unsuitable, or if the licence, documents, helmet, brakes, tyres, lights, contract or cover remains unclear.
Cebu City and other busy Metro Cebu roads cannot be treated like a quiet provincial or island road, and a calm-looking road has no permanent safety guarantee. Ride on the right, do not hold a phone even while temporarily stopped in traffic, do not drive after alcohol or drugs and never push through water of unknown depth or flow. Keep a written breakdown and crash process; in an immediate emergency call 911, then notify the rental company and insurer as the contract requires. If self-driving fails the check, use a verified alternative without recreating its booking rules; the Metro Cebu Grab guide is one separate option where the app confirms service.
