Match the Car to the Actual Itinerary
Match the Car to the Actual Itinerary
A self-drive rental can make sense for several dispersed stops on Cebu Island, luggage or a family itinerary when the driver is legally eligible and comfortable with the route. It can be poor value for a compact Cebu City day if congestion, parking, one-way access and driving stress outweigh the flexibility.
Separate dense urban days from widely spaced travel days before booking, and compare only the days on which a car is genuinely useful. Name the collection city precisely: an airport station at MCIA is in Lapu-Lapu City on Mactan, not Cebu City, while a Cebu City or Mandaue City office may have different handover and return arrangements. The official LTO rules allow a bona fide tourist with a valid home-country licence to drive during, but not after, the first 90 days of the stay; the licence must still cover the vehicle class.
Read the Contract and Insurance as Separate Tests
Before payment, obtain written terms for the total charge, taxes, deposit, card authorisation, excess, authorised drivers, kilometre limit, fuel, late return, one-way use, ferries, other islands, unpaved roads and breakdown support. Do not assume that a foreign debit card, an extra driver or an inter-island trip is accepted.
Ask exactly what the policy covers and excludes, including collision, theft, tyres, wheels, glass, underbody, flooding, towing and loss of use. Compulsory third-party liability is not comprehensive cover for the rental car, and only the current policy and rental agreement can establish protection. A non-English licence may also require an accepted official translation or supporting document, but the research freeze did not establish one universal short-stay rule; get the rental company and relevant authority to confirm it in writing before booking.
Inspect Before Driving and Allow for Return
At handover, match the vehicle to its current registration and insurance evidence and record all drivers. Photograph the body, visible roof, bumpers, wheels, tyres, glass, interior, fuel, odometer and warning lights with the agent, then put every existing mark into the signed condition report.
Check lights, indicators, seat belts and any child restraint before departure. Philippine rules require a suitable compliant child restraint, and the 150-centimetre threshold is not a substitute for checking belt fit and the individual legal requirements. Drive on the right, never through unknown floodwater and never use a phone in the hand while driving. Leave enough time for contract-compliant refuelling, traffic and the return inspection, and keep the receipt and final photographs. After a crash, prioritise safety and urgent care, then follow the reporting process; the Cebu emergency contacts guide covers when to use 911.
