Use 911 for an Immediate Emergency
Use 911 for an Immediate Emergency
Call Unified 911 for an immediate threat to life or health, a fire, serious accident, active crime, rescue situation or acute disaster danger. It is the Philippines' central emergency number for police, fire, medical and other emergency services; it is free and operates around the clock, but no response time can be guaranteed.
Do not use 911 to test the system or for routine travel questions. DOT Tourist Assistance serves a different purpose: travel information, accreditation questions, complaints and non-life-threatening help or referral. A current 2026 PIA/DOT-7 notice, checked for this set on 29 September 2026, listed 151-TOUR (151-8687) as the round-the-clock Tourist Assistance contact. It does not guarantee a connection, response time or emergency dispatch and must not replace 911; recheck current official DOT information before relying on it.
Give the Exact Place Before the Full Story
Begin with where help is needed: city or municipality, barangay, road or property name, a clear landmark, and the relevant floor, room, gate, pier or beach access. “Cebu,” “Mactan” or “Camotes” alone may be too broad, and automatic geolocation should never be assumed to provide a precise entrance.
Then state what happened, when it began, how many people are affected, their condition and any continuing hazard such as fire, traffic, water or violence. Give a working callback number and preferred language, answer questions briefly and keep the line open until the dispatcher says otherwise. DILG's report on a difficult location case shows why a clear location and reachable callback number matter.
Prepare Backups Without Delaying the Call
If possible, have another person alert hotel, airport, port or site staff while you call, and send someone to a visible meeting point only when it is safe. If the call fails, move to a safer place and try another phone, SIM or trusted local staff member; do not postpone an urgent call while searching for a perfect contact list.
For a non-acute airline, ferry, hotel, insurance or card problem, contact the responsible operator through an independently verified channel first, then use Tourist Assistance when orientation or referral is needed. Save your accommodation address with barangay, a map pin, insurer and embassy contacts offline before an excursion. The Cebu SIM and eSIM guide explains communications redundancy but cannot guarantee coverage in every location.
