Choose by Function, Not by Brand
Choose by Function, Not by Brand
For most Cebu visitors, the useful choice is between a local eSIM, a physical local SIM and roaming from home. Start with what the phone supports and what the trip requires: data only or a Philippine number, local calls and texts, hotspot use, OTP reception and reliable access beyond Metro Cebu.
An eSIM is convenient when the phone is unlocked, supports eSIM and has a free slot. A physical SIM is a practical alternative when the device lacks eSIM support or you want help in person. Globe lists traveler eSIM and physical-SIM options, while Smart sells tourist eSIM products through its official store; packages, prices and inclusions change, so compare the live operator terms rather than relying on an old package summary.
Prepare for Mandatory SIM Registration
Buying a local SIM does not activate it by itself. Philippine law requires foreign tourists to register with their full name, nationality, passport number and Philippine address, supported by a passport, proof of local address and a return or onward ticket. A local SIM registered by a foreign tourist is valid for 30 days and is automatically deactivated after that period.
Registration is free under the NTC guidance. Upload personal documents only through the provider's verified process, never through an unsolicited chat, public Wi-Fi login or informal seller. A Globe traveler eSIM can be bought and installed before arrival, but it still has to be registered on arrival; review the current activation instructions before depending on it.
Keep an Offline Arrival Backup
No provider can promise the same signal in every building, coastal municipality, mountain area or island stop in Cebu Province. Check coverage for the actual route, device frequency support, fair-use or throttling terms, top-up method and whether the chosen product really includes a local number, calls, texts and hotspot use.
Before landing, save the hotel address, transfer or pier destination, essential booking details and an offline map. Configure the travel SIM as the intended data line and review data switching and home-network roaming settings to prevent surprise charges. If connectivity is critical for work or safety, a second independent method can be more valuable than choosing solely by the lowest advertised price. Recheck the provider's current traveler-SIM terms or the corresponding official product page on the purchase date.
