A useful Cebu budget begins with route and room sharing, not one daily average. A city stay with local meals differs sharply from a Mactan resort, a private south-Cebu transfer or an island route with bus, ferry and last-mile transport. Build the total from dated room quotes, food per person, every transfer, selected activities and a 10 to 15 percent contingency.
Price accommodation per room, then divide only by the actual number sharing. Price food per person per day and distinguish local eateries from hotel or resort dining. For transport, list airport-to-base travel, every base change, bus or ferry seats, local rides and possible terminal charges. For activities, check whether guide, equipment, permits, entrance, meal, pickup and photos are included.
The examples below assume five days and four nights for one person sharing a room with one companion. They exclude international and domestic flights. They are planning arithmetic, not observed Cebu market averages or promises for any date; replace every room and route assumption with live quotes.

Lean example: PHP 12,800 per person. Assume four nights in a PHP 1,500 room shared by two, producing PHP 3,000 per person. Mid-range example: PHP 31,000 per person. Assume four nights in a PHP 4,500 room shared by two, so accommodation is PHP 9,000 each. Add PHP 1,800 daily for mixed local and hotel meals, or PHP 9,000; PHP 5,000 for comfortable transfers; PHP 5,000 for two activities; and PHP 3,000 contingency.
Comfort or resort example: PHP 61,500 per person. Assume a PHP 9,000 room shared by two for four nights, or PHP 18,000 each. Add PHP 3,500 daily for hotel or resort dining, or PHP 17,500; PHP 12,000 for private transport; PHP 8,000 for activities; and PHP 6,000 contingency. Premium rooms and private tours can exceed this envelope substantially.

Solo travelers usually spend more per person on rooms, private cars and boats. Base changes create visible fares plus waiting, baggage handling and lost usable time. At Mactan resorts, a room may bundle beach or pool access while food and day-use conditions vary. For the Moalboal sardine run, separate shore or user fees, guide, rented gear and any unrelated island-hopping package.
Ask every provider whether a quote is per person, room, vehicle, boat, night or one way, and whether taxes and cancellation terms are included. Carry a sensible cash reserve outside Metro Cebu because card and ATM availability varies, but avoid carrying the entire holiday budget. Recalculate after every route change: adding an island may create two local rides, a ferry and a replacement mainland night. The most accurate budget is the one rebuilt for your actual travel dates, exact route, group size, priorities and cancellation needs.
